Woman charged with child neglect
HUNTINGTON - The following information was provided by criminal complaints filed in Cabell County Magistrate Court:
CHILD NEGLECT: A woman was arrested after police responded to a welfare check around 10:18 a.m. Friday in the 300 block of 31st Street in Huntington.
The complaint states a child had been seen running around outside the apartment for approximately 30 minutes. Neighbors took the child in and called 911.
According to the criminal complaint, police made contact with the suspect, identified as Wendy Ann Chapman, 53, passed out on a bed with a half-empty bottle of vodka next to her. The suspect allegedly told police she had been drinking and fell asleep. Police allegedly observed vodka bottles left unopened and uncapped in easy reach of the child.
Chapman was jailed at 1 p.m. Friday. She is charged with child neglect. Bond was set at $25,000.

Burglary, entry of dwelling or outhouse, destruction of property - misdemeanor, 10:45 p.m. Wednesday, 200 block of Springdale Avenue.
Petit larceny, 10 p.m. Wednesday, 700 block of 13th Avenue.
Petit larceny, 10 p.m. Wednesday, Ferrell Court.
Shoplifting - first and second offense, 4:14 p.m. Thursday, 1500 block of 6th Avenue.
The following information was provided by booking records kept at Western Regional Jail:
Michael Lewis Meadows, 40, was jailed at 7 p.m. Thursday. Authorities in Cabell County charged him with burglary and possession of a controlled substance. Bond was set at $20,000.
Brett Allen Dement, 30, was jailed at 2:55 p.m. Thursday. Authorities in Cabell County jailed him on a felony circuit court order and charged him with misdemeanors for entering a building other than a dwelling and possession of controlled substance. Bond was set at $100,000.
Ronald McCallister, 43, was jailed at 5:50 p.m. Thursday. Authorities in Cabell County charged him with first-degree sex abuse and failure to register as a sex offender. Bond was set at $100,000.
