How they voted: Needles City Council, Needles Public Utility Authority meeting in regular session on July 12, 2016. Council members Tom Darcy, Louise Evans, Shawn Gudmundson, Vice Mayor Jeff Williams and Mayor Ed Paget M.D. were present. Council Member Robert Richardson M.D. participated via teleconference from Victorville. Tony Frazier was absent and granted an excused absence.

NCC/NPUA action item: Waive second reading and adopt ordinance providing reimbursement for utility facilities improvements for supplemental capacity for the benefit of property not within a particular project or development.

Warrants register totaling $73,772.21 through June 24; $178,559.35 through June 28; $148,511.30 through June 30. The warrants register includes paying bills through July 12 but they are included in the June reports.

Accept resignation of Nanette McCorkle from the cemetery advisory commission and direct city clerk to advertise the vacancy. The term is to expire Dec. 31, 2017.

First reading, post Ordinance 585-AC providing reimbursement for improvements to items other than utilities for supplemental capacity for the benefit of property not within a particular project or development.

NCC action item: Waive reading and adopt Resolution 2016-43 waiving a sealed bid process and accepting a project quote from Vigilant Solutions to purchase plate reader cameras for the North K Street bridge.

Key: Y is a yes vote, N is a no vote, A is abstain from voting. Council members must abstain in the case of a conflict of interest. Mayor Ed Paget, or the presiding officer in his absence, votes only in the case of a tie. The presiding officer does vote on the actions of the Needles Public Utility Authority, Public Financing Authority and Successor Agency to the Redevelopment Agency. Ordinances require two separate readings and affirmative votes of at least four council members for passage. Emergency ordinances may be passed on one reading but require five affirmative votes.
