NORFOLK - Sunday afternoon a reckless driver in the 800 block of East Norfolk Avenue was reported to the Norfolk Police Division.

According to Captain Mike Bauer, two separate callers contacted the Police Division and both provided a description and license plate of the vehicle.

The vehicle was located unoccupied in the Hy-Vee East Gas station parking lot with officers noticing an open alcohol can in the cup holder.

Officer then had contact with the driver, identified as 24-year-old Angel Villalobos and could smell alcohol coming from him so they questioned him about drinking.

He was then requested to perform field sobriety maneuvers and submit to a preliminary breath test.

The results of the sobriety maneuvers showed impairment and the preliminary breath test results were over three times the legal limit.

Villalobos was arrested for driving under the influence 3rd offense +.150.

At the city jail, he refused to submit to a chemical test of his breath so he was then also arrested for refusal to submit to a chemical test.

He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

Also, the Norfolk Police Division conducts monthly checks on sex offenders and verifies that their current address matches what is listed on their required state registration.

According to Captain Bauer during one of these monthly checks, it was learned that 48-year-old Vernon Munson of Norfolk, was no longer living at his registered address.

During the subsequent investigation, officers determined where he was currently living and that he had been residing at that address for over three weeks.

By Nebraska State law, a registered sex offender must report a change in their address, to the local Sheriff’s Office, three days prior to moving.

Officers located Munson and placed him under arrest for sex offender registry violation.

He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
