Penny, linebacker K.J. Wright and safety Maurice Alexander were all listed as out Friday. The Rams made the move Friday with Davis. The fifth-year pro hasn't practiced since injuring his thigh nearly three weeks ago at Jacksonville.
Davis has one interception and 22 tackles this season for the Rams (5-2), who moved to a new defensive scheme this season under coordinator Wade Phillips. Davis played extensively on defense in the final four games before his injury.
