Representatives voted 84-5 on Friday to approve the measure that would levy a fine of up to $100 for falsely claiming a pet as a service animal to "gain admission to a public place" or obtain housing.
The legislation does not include emotional support animals.

"He was my buddy," Buchmann said. "My friend, he was my family, really. It was hard."
