Katy man accused of masturbating in front of 3-year-old child near bus stop

A 20-year-old Katy man is free on a $2,500 bond after he was allegedly caught on camera masturbating near a school bus stop in front of a 3-year-old child.

Ronald Eliseo Andrade was arrested on Dec. 13 after a Katy Independent School District bus driver accused him of “masturbating on his balcony as she dropped off one of her students at the bus stop” in November, according to a criminal complaint filed on Dec. 12.

The bus driver reported the incident to a Katy ISD police officer and said that it had occurred at least three other times between Nov. 7 to Nov. 13 when she dropped off her 3-year-old student around noon.


At one point, the bus driver attempted to take a video of the incident while Andrade was in the act but the “video was poor quality,” according to the criminal complaint.

On Tuesday, Nov. 13 Katy ISD police set up a surveillance unit in the backyard of a nearby home with a camera aimed at Andrade’s second-floor balcony of his apartment located at the 2000 block of North Fry Road in the Katy area, according to court records.

When the bus pulled up to let out the child, Andrade is alleged to have opened his balcony door “wearing nothing but a T-shirt and his genitals were visible to the public” and “started to masturbate” in front of the toddler who was exiting the bus to meet his mother, records showed.

Andrade is being charged with a third-degree felony of indecency with a child. His next court date is scheduled for some time in January.

It’s not the first time Andrade has been accused of exposing himself to the public. On Feb. 8, 2018, Andrade is alleged to have exposed himself and masturbated in front of a women while looking directly at her at the Walmart at North Fry Road and Little York, according to a criminal complaint. That case is still active with a court date scheduled in February. He was charged with a misdemeanor indecent exposure.

In December 2017, was arrested for driving while intoxicated. The case remains active.
