Supervisors to consider filing suit against MVIDD
KINGMAN — Mohave County Board of Supervisors will discuss a request directing Chairman Gary Watson to authorize the filing of a civil complaint in Superior Court against the Mohave Valley Irrigation and Drainage District and its board members individually should the water district approve an amendment allowing water to be transferred outside of the district.
The agenda item comes before the supervisors during today’s meeting at 9:30 a.m., 700 W. Beale St. in Kingman, following a 9 a.m. executive session for discussion with legal counsel.
In April, the supervisors voted to purchase a 15-acre lot in Mohave Valley using about $250,000 from a sale of county land in Kingman in order to give the county better standing in possible legal action against the water district if it votes to transfer water to the Central Arizona Water Conservation District through a proposed voluntary fallowing program.
Consent agenda items, which are considered as a group and acted on with one motion without separate discussion unless a board member so requests, include the appointment of Patricia J. Anderson, Bullhead City, Leona Knapp, Bullhead City, Paulette Halfpenny, Lake Havasu North, Neil Sitengia, Lake Havasu South, Evenly Hunger, Lake Havasu South, as Republican Precinct Committeemen as requested by the Republican Central Committee.
Also on the consent agenda are the approval of contracts for immunization services between Arizona Department of Health Services and Mohave County Department of Public Health Nursing Division, Tobacco Education and Prevention Services between Arizona Department of Health Services and Mohave County Department of Health Nutrition Division and Health Start Program between Arizona Department of Health Services and Mohave County Department of Public Health Nursing Division.
Consent agenda items also authorize the sale at public auction of surplus property including internet auction of retired motor vehicles, boats and miscellaneous vehicle equipment, and to approve the disposal by recycling of unauctionable, damaged and/or contaminated surplus property located at the Senior Center, 1776 Airway Ave. in Kingman.
Supervisors will hold an open public hearing on fiscal year 2018-19 Community Development Block Grant and take possible action authorizing the submission of applications for State Community Development Block Grant funds and State Special Project Account.
Mohave County Public Works Director Steven Latoski will present two items to board members for discussion and possible action; the first, acknowledging receipt and referring to Public Works a petition filed to have included in the Mohave County Tertiary Road Maintenance Program an approximate 0.06-mile section of Tenth Street running for 300 feet west of Del Norte Drive in the Dolan Springs area, and to approve a Public Works Department organizational redesign within its Improvement Districts Division through hiring an improvement district supervisor and eliminating vacant, authorized office assistant, administrative supervisor and engineering manager positions.
In regular agenda items, supervisors will host public hearings and take possible action on a request to adopt a resolution to grant an amendment to the general plan rezoning from heavy industrial to general commercial west of Highway 95 and north of Heights Boulevard, as well as a resolution to rezone agricultural residential to highway commercial to allow for storage units, a recreation vehicle park, gas station, dump station and convenience store in the county near Lake Havasu City.
Supervisors also will discuss and take possible action on a request to grant a special use permit to allow a recreational vehicle park south of Las Vegas Way, east of Scenic Boulevard in the Arizona Strip area, and a rezoning request from agricultural/residential 5-acre minimum to agricultural residential to allow for a minor land division south of Eleventh Street, west of Johnson Road in the Dolan Springs vicinity, in addition to an amendment to the Mohave County General Plan from a rural development area land use designation to a suburban development area.
