Police: Man killed in shooting along I-95 in Virginia

COLONIAL HEIGHTS, Va. (AP) — A Richmond man is dead after a shooting along Interstate 95 on Monday night that Virginia State Police described as “targeted and deliberate.”

The shooting began around 11:30 p.m. as a Ford Focus and an unknown vehicle traveled north on the highway, police said in a news release.

The Ford pulled onto the right shoulder near Ruffin Mill Road in Colonial Heights, and police said the unknown vehicle stopped too. A person got out and continued shooting at the Ford. The Ford’s driver and a passenger ran off and the unknown vehicle drove off. The shooter left and was picked up a short time later, police said.

Police said they found Jamari Phillips, 21, of Richmond dead in the back seat of the Ford. The passenger who fled, a 22-year-old man, returned to the Ford once police arrived and was uninjured. Evidence suggests the driver was injured in the shooting, but police said he hasn’t been found.

More than two dozen shell casings were collected at the scene and at least two different firearms were used in the shooting that appeared to be a “targeted and deliberate act,” police said.
