Township board recognizes legislators for bills addressing Woodlands’ future

The Woodlands Township Board of Directors recognized state Sen. Brandon Creighton, R-Conroe, and Rep. Mark Keough, R-The Woodlands, for their commitment to protecting the future independent governance of areas like The Woodlands.

This recognition follows the news that Gov. Greg Abbott recently signed two bills that relate to the future governance of The Woodlands. Both bills take effect immediately.

Senate Bills 1014 and 1015 supplement state statutes and provide for the eventual transition of the township from a special purpose district form of government to a municipal government, subject to voter approval. The legislation provides the ability to transfer the township’s assets, liabilities, obligations, rights, powers, privileges, bond and tax authorizations, purposes, functions and responsibilities to a municipality upon approval of voters in an election and to provide for automatic dissolution of The Woodlands Township.

“Since these bills have become law, The Woodlands Township will be reviewing them in detail in consultation with our legislative advisers at a special meeting in July. We look forward to studying how these new laws may affect The Woodlands Township in the future, and potentially in our next budget cycle,” said township board Chairman Gordy Bunch. “We especially appreciate and honor the work of Senator Creighton and Representative Keough on the successful passage of this historic legislation for The Woodlands community. These laws truly put the future of The Woodlands in the hands of the residents.”

The board presented Creighton and Keough with a framed resolution of special acknowledgement. Prior to the presentation, the resolution was read by Township Secretary Laura Fillault.

“We couldn’t be more proud to be able to have worked with you to have an impact together on the future of The Woodlands,” Creighton said.

“This was truly a milestone. It was an honor to do this and to represent you all,” Keough saud.

In other action during the meeting, the board approved the following items on the consent agenda:

* Awarded a contract for video production services;

* adopted revisions to The Woodlands Township Disadvantaged Business Enterprise (DBE) goal setting as required by 49 CFR Part 26;

* approved a resolution regarding the Annual Report on Financial Information and Operating Data for the disclosure filing pertaining to Sales Tax and Hotel Occupancy Tax Bonds, Series 2010; Sales Tax and Hotel Occupancy Tax Refunding Bods, Series 2010; and Unlimited Tax Bonds, Series 2010, 2011 and 2012;

The Board of Directors then took the following actions on the Regular Agenda:

* tabled an Interlocal Agreement with Montgomery County regarding Spring Creek Greenway (C-2017-0130);

* approved additional services per the Park and Pathway Maintenance Contract for the installation of an under-grass grid and drainage system at Northshore Park (C-2016-0001A);

* accepted a presentation by a representative from the Montgomery Central Appraisal District;

* adopted a resolution for nomination to the Montgomery Central Appraisal District Board election and named Chuck Hoffheiser as the Township’s candidate;

* received and accepted a presentation on the 2017 Memorial Hermann Ironman Texas;

* conducted a public hearing and approved amendments to Township Order 020-09 regarding reservation fees for the Recreation Center at Rob Fleming Park;

* approved a revised 2017 Interlocal Agreement with Montgomery County for the provision of Law Enforcement Services provided through the Montgomery County Sheriff’s Office and recognized Sheriff Rand Henderson for his exemplary commitment to the safety of The Woodlands and Montgomery County;

? Received and accepted the financial report; and

* approved the use of a location in Town Hall for the occasional use for a Global Entry Enrollment Center.
