Philly schools ignore pervasive bullying of special ed students, federal complaint says

The School District of Philadelphia has downplayed or ignored pervasive bullying of special education students in classrooms throughout the city, lawyers claim in a civil rights complaint to federal education officials.

The complaint to the Department of Education’s Office of Civil Rights was filed Wednesday on behalf of one parent.
