Police: East Idaho man accused of asking 9-year-old girl for sex

An Idaho Falls man was arrested Tuesday for exchanging text messages with a 9-year-old girl asking her to have sex with him.

The victim’s mother reported finding the messages from Timothy John Moore, 20, on her daughter’s phone on May 7 and reported the situation to the Idaho Falls Police Department.

Police detectives examined the phone and found the victim started the conversation by asking Moore about his sex life, according to a police report. Both Moore and the 9-year-old girl talked about getting married, having sex and having children, and each asked the other for nude photos.

The report states that no nude photos or other child pornography were found on the victim’s phone or Moore’s. Moore later told police he had looked for child pornography online.

The victim told police she had contact with Moore twice, once kissing him on the hand, and once on May 6 when she kissed Moore at his house.

According to the police reports, Moore lives under the care of staff from Innovative Health Care Concepts, and is watched by staff 24 hours a day.

Two staff members were watching Moore when the victim and a friend came over to his home to watch movies and play. The report says Moore was rough-housing with the victim when she kissed him.

The staff members reported the interaction to their boss, saying they did not think it was good for Moore to be around children. His care manager determined he should be limited to passing contact with children and not be allowed to have them at his home.

Moore first denied knowing he was texting a minor when he sent the messages, then admitted he knew who the victim was. He said he is attracted to underage girls and began talking to the victim without thinking.

The victim’s friend told Moore she had seen police near his house. He said he deleted the text messages between him and the victim out of fear of going to jail. He said he thought the victim was 13 years old.

Moore was charged with child sexual abuse by soliciting a minor under 16 years of age to participate in a sexual act, punishable with up to 25 years in prison, up to a $50,000 fine and up to a $5,000 civil penalty.

A no-contact order was issued between Moore and the victim, and his bond was set at $40,000.

A hearing for the no-contact order is scheduled for 9:30 a.m. June 27 in Bonneville County Courthouse. A preliminary hearing is scheduled for 1:30 p.m. July 3.
