The ‘Voice of Congress’, Joe Novotny, Joins HBS Federal Practice Group

Husch Blackwell Strategies announced today that Joe Novotny, former reading clerk for the U.S. House of Representatives, has joined the firm as a principal in its federal practice group in Washington. In 2010, Speaker of the House Nancy Pelosi appointed Joe as House Reading Clerk, a position he held until he retired from Capitol Hill in early March.
Speaker Pelosi praised his nearly 30-year career in the House and his tenure as reading clerk in particular saying he used “his strong, steady presence and trusted leadership to advance the ability of the People’s House to do the people’s work. As Reading Clerk, Joe established trusted relationships with leadership and committee staff of both parties and quickly became an invaluable legislative and institutional resource. He was one of the more visible figures in Congress in the ten years he took his position behind the microphone at the House rostrum. Roll Call dubbed Joe the ‘voice of Congress’ in a 2020 profile as he achieved celebrity status with C-SPAN viewers.

Prior to his appointment as Reading Clerk, Joe served 15 years as a staff member and Chief Clerk for U.S. Rep. George Miller with the House Education and Workforce Committee where he organized and managed the flow of legislative information. Joe worked on legislation of national importance including the Affordable Care Act; No Child Left Behind Act; the Lilly Ledbetter Fair Pay Act; and the Employment Nondiscrimination Act.
Joe has Congress in his blood. He was a Stennis Fellow in the 115th Congress and first came to Capitol Hill as a Page and then as a staffer for House Ways and Means Committee Chairman Dan Rostenkowski.
Joe earned his bachelor’s in political communication from George Washington University and lives in the District of Columbia.
